Answer
Generally ecards are created into some graphic editing software, for example Photoshop.
Since ecard developer don't want any compromise in quality hence thumbnail can be created with own quality and dimension.
Secondly, for flash card the static thumbnail doesn't look good. So animated GIF thumbnail can be created without quality compromise.
